I am 6 months pregnant and the father of my child wants to sign over his parental rights i do not want him do can he still do this without my consent.

No, he can't do it. Period. With or without your consent.

He cannot do it anyways regardless if you want him to or not, unless you are married and your husband adopts. He does not have to see the child but if you file for child support, he'll be ordered to pay it. Once paternity is established he will have some rights to the child.
