My sister wants to come and visit me in Washington State with her 16 yr old son. She has been in a domestic violent relationship. If she leaves California with her son and does not tell her husband she is leaving (he will try to stop her) is that parental kidnapping? In Washington State residency laws are pretty immediate residency-just the intention of living here permanetly. Once she is here can she decide to stay with her 16 yr old son without legal ramifications?
