Parent still has responsibility?

I have a friend who was not too long ago kicked out of her house due to a disagreement with her stepmother. My friend's dad backs the step-mom and will not let my friend move back in. My question is: does the dad still have legal or financial responsibility for my friend even though she is 19 but still in high school?

You don't give a state, but 18 is normally the emancipation age.

The state is Indiana. This is actually my girlfriend not me. I'm just posting on her behalf. We are trying to figure out a legal way for her to get money from her dad since she is still in school and does not have a lot of time to work and support herself.
