That is town/city/state specific and because there are so many zoning laws and issues involved regarding the type of business you want to open, you will be better off by consulting with an attorney in your state. Good luck to you!
This question is far too vague and, if you want to open a new business that serves alcohol, you've got to abide by the department that regulates the sale and service of alcohol, aka "the liquor license." Regarding a "swingers" club, you also need to be careful what services are provided as you may also be skirting areas of law dealing with prostitution. If this is what you want to do, you need to hire an attorney who is familiar with opening up clubs, bars and venues for entertainment and discuss the entire plan with him/her.
