In class the teacher told the class that the test was going to be online and that if he suspected anyone of cheating then that person would get a zero and have to prove that they did not cheat. The the teacher stated that he knew that it would be near impossible for anyone to prove that they did not cheat on an online test so the student would be stuck with a zero.

The teacher then says that if he proves anyone of cheating on the online test then all his students would receive a zero and the proven cheater's name would be released for social punishment by fellow students.

So in the event if the teacher carries out either threat one or two is there any legal action that can be taken.

I doubt that this is an issue of legal action. Who is in charge of the school, e.g. the principal? Best to take it as it comes and see if the teacher will act on his statement or whether it's just a way to scare the students into being honest. As they say, this issue is not yet ripe for adjudication on what to do. I hope you did well on the exam. :)
