Online order fraud

My wife placed an order with an online retailer of dog training equipment. Of the $1450 ordered only $165 worth of goods has been received. The owner was initially co-operative but has been unable to provide any tracking information or proof of delivery for the goods not received. After months and months of emails and phone calls, the retailer is now not responding. In our last correspondence they promised to make this right and re-order the missing items if they were unable to track down the first shipment but have since stopped responding to our requests. How can I get this retailer to either refund the money on our account or make good on their promise to send another shipment? The retailer is in Brookville, OH and I am in Syracuse, NY.
