Older Sister seeks custody of 14 Year old Brother

I live in Oregon, My Mother is signing over custody of my 14 year old Brother from New Mexico to come live with me and my Boyfriend.
What sort of forms do I need to legally take care of him and get him on my Food Stamps.

Where is this childs father?

If you can't afford to take care of the kid without welfare, why in the world would you expect to get custody of him?
The way I read this post is as if you see him as a cash source.
Mom can't simply sign over custody... it just doesn't work like that.

Unfortunately she can, but why would you? Realize we have not heard the Mom's side. Maybe she is more destitute than this lady. I would stop short of accusing her of making the kid an income source.

The Father is Homeless and roaming the streets and crashing at different places in the city they live now, he's as rare as a blue moon to them and at most in their lives has maybe paid $100 in child support ever. The "Income source" is to make sure he's feed. As I said, I'm only part time. -I- don't receive anything for it, you realize how much a growing 14 year old boy eats? And My Mother has her hands full with my Alcoholic 16 year old sister and being Pregnant, and being partially disabled from a car accident three years ago. If I could I would try to take my Sister instead, but have suggested a Detox program and a Psychiatrist, since as days go by my Sister continues to believe people are only out to hurt her and gets Hysterical over it.

It may not sound it, but bringing him here is actually a improvement, he smokes weed with my sister all the time, doesn't go to school, and just vegg's out and plays video games, or sleeps. I have a network of friends here that can help him get to school on time everyday, and have things to do after school and help him with his homework so he doesn't fall behind and get kicked out again.
I have thought about this long and hard, and I want to give my Brother a chance to actually finish School and try to get into a College, and I will work and support him so that he can.

Is that so bad a thing?

I already know my Mother can sign him over to me. I'd just like to know what I need in general to make sure he can get Medical care, and everything he needs.

then you do know and understand you need dad's permission dont you? mom CANNOT give you or anyone else custody without it.

How do you figure that? She's his Legal Guardian, and the only one referred to on any Transcripts for School or Medical or anything beyond his Birth Certificate.
Plus, as I've said, he has no arguments against it.
And Yes, She -CAN- give me Custody without needing his say.
Mind you if he had a issue with it, he would have the right to fight it.
But, She can give me Legal Guardianship of him.
Back to the original Question.

Lonelylinny is wrong. Mom can give temporary custody without the dad. If the dad showed up and wanted him he could take him but it doesn't sound like he is going to do that.
