Officers Issuing Tickets Out of Jurisdiction

I was issued a summons for failure to stop at a stop sign in NY Orange County.

Both the witnessing and issuing officers are from Town A but were actually operating over the border in Town B. In other words, the witnessing officer from Town A was parked at a location in Town B. The stop sign that I allegedly went through is located in Town B. The issuing officer from Town A was down the road 200+ feet in Town B.

Can officers operate like this outside of their jurisdiction? Should I contact the town hall in Town B to see if these two officers from Town A had permission to operate in Town B? Does it even matter? Have I found a possible technicality?

You've simply discovered that in most localities officers can operate within 200, 300, or even 1,000 feet on the shared boundaries of their jurisdictions.
