Sex Crimes, Sex Offenders NYS Sexual Registry Question

NY State Sexual Registry Law: Was never told he had to register in court or by his lawyer. Can they charge him for the same offense more than once? If so, where in the NYS Sexual Registry law is this stated?
2001 - Description Sex Off Fail Rep Change-1st Of, Description Sex Off Fail Verify-1st Offense, Description Lev 3/sex Pred-ver 90d-1st Off, Sor Registry Viol- 1st Offense, Sex Off Fail Verify-1st Offense
Also two other years 2003, 2006 - Sex Off Fail Verify-1st Offense
We still don't know what if any charges for the other years yet.

He may deny ever being told about this.

That isn't true.

In fact, they are told several times by several people.

It is written on their probation and/or parole papers.

Their PO tells them and gets them to sign an acknowledgement.

He knew.

This defense will only make everything worse.
