Eviction Process notice to quit by bank

We received a notice to quit by the bank. The two family house we live in was put on the block by the bank and nobody bid on it so the bank put in a bid. It has been a month and so far they have not submitted the deed to the city (Amsterdam, NY).
Can a bank serve a notice to quit when they have not given the deed to the city yet?
Can they serve us with a court date if we don't move?
The notice is very generic and the banks' lawyer told us on the phone we had only ten days. It has now been 15 days and so far we are not served with court date!

Only a court can evict you. It appears you've only been asked to leave. If you don't, the landlord can proceed to the next step, an eviction filing. Subsequent to that, a law enforcement officer will properly serve you with a summons indicating your court date.

But, only a judge can order you evicted.
Usually evictions can take anywhere from 8 to 12 weeks, sometimes longer.

Be warned, the mere filing of an eviction can make renting again nearly impossible.
 
You are not required to move until a judge orders you out.
If someone wants you out sooner you might be able to get them to pay your moving costs to make it easier for you, otherwise they can do it the hard way and go through a long eviction process.

Could this be because they are bluffing due to the fact that the property is still in the landlord's name?
The deed has not been submitted to the city and there are taxes to incur as well as code violations that the bank is trying to avoid.

Who knows why, other than the bank?
It takes a week or more after the 10 days have elapsed to start the other paperwork.
