not getting paid for commision earned

I was wondering if it is legal to withhold commission earned from a job that you voluntarily leave? My former employer owes me a large sum of money and says they are not going to pay me until all the jobs I sold were paid in full. This includes jobs that were paid in full from 2-3 months ago that I am still owed my commission.
