NonCustodial Released From Prison

I am a single mother of three. I work full time and attend college fulltime I reside in SC, my two oldest childrens father was released from prison 4/08 after 8 1/2 years. Prior to his incarceration he was ordered to pay support but had gotten behind. One of his family members contacted me after his incarceration and offer to help support the children in exchange for me forgivng his arrears. We came up with a agreement, the family member told me that she would type up the papers to send in to SC child support enforcement office and send them to me to agree and sign. I never recieved these papers but since he has been released I found out that she signed my na,e and had the support completly dismissed. She emailed me a letter prior to his release telling me that they would pay $125 per week in support. Since his release I have recieved $620. He is unemployed but lives with his mother and fiance. They are takilng cae of him basically. Is there anyway that I can get more that just the minimum wage amount from him? I make about $2600 a month. Do I have any legal options or am I just stuff with the basic calculations, wic is about $50 a week.
 
Dad is only required to pay what he is capable of making. Undertanbd that he does have rights to see the kids too, most likely. Since Dad was in prison for so long he is not bvery employable at a high wage. If minimum is all he is capable of making then CS will be calculated using that.
