Need to know what to do !!!

Okay, here is my situation. I'm a freelance designer and I'm set-up as an S-corp. A company hired me to do jobs over the past 9 months or so and everything was going fine. Now that business is a little slow for them, they no longer need my help and I completely understand. My last week with them, I did 40 hours of design for them an sent them an invoice. They are refusing to pay. There reasoning is that a few weeks prior, they felt I took too long to finish a job, but paid me for that job in question. The invoice they are refusing to pay though has nothing to do with the job they are gripping about. They decided that they are going to take hours out of my last invoice to offset the costs of that job (reduce the last invoice to 30 hours). On top of it all now, they are refusing to pay anything until I sign a do-not-compete/do-not-solicitate form since we are in the same industry. The invoice in question is approx. $1700 and I'm in Georgia. The invoice was due last week with there normal pay cycle.

Can they do that? What can I do to get paid???? Small claims?
