Need legal help PLEASE!!

I have a few questions. First by law who can issue child support garnishments?
Who sets the amount for child support payments?
Can anyone other than a judge issue a contempt charge?
How do I take a case to federal court?
How would I charge a state of fraud and embeselment?
Why would a court NOT accecpt or even do DNA testing to prove paternity?
If you can help me with these questions I'd really appreicat it. I would be more than happy to share details of the case with you. thanks
