Need a good law firm in upstate NY for lawsuit

I would like to sue the city where I live because for six years the police, DA's office, probation dept. and the school have been telling the kids and parents that at age 16 children can move out of their parents home without parental consent. Even after I showed the police chief the law that was ammened in 2002 he still told my son he did not need my permission to move out. I need to find a law firm with a good reputation to file this lawsuit for me, does anyone have any suggestions? Please help I feel like I am fighting this town on my own and none of the other parents have dared to come forward yet. My hope is that if the other parents see that a reputable law firm is willing to take this on that they will come forward.
