I just want to know how a dealer is not acepting my driver license from Mexico according with NAFTA treatment was signed by the Minysters of communcation of Canada Mexico and USA in 1993 in a meeting in Washington DC that says that it will be valid to use eitherway.

Ask the dealer to explain.
Other than you being inconvenienced, the law doesn't concern itself with such mundane matters.
Beyond that, NAFTA is a trade agreement, NOT a law enforcement related matter.
 
A dealer is not required to accept your license. The NAFTA compact deals with CDL recognition among truck drivers. For anyone to accept a Mexican DL is foolish as they could be purchased for about $50 US last I checked about 8 or 10 years ago.
