My car was hit. Should I settle or sue?

My car was hit by someone coming out of a parking lot. She was clearly at fault. There was no obstructed view, she just did not look. Because I did not see her until it was too late to avoid the accident, her insurance company faulted me for 30% of the accident and her 70%. This left me with an offer that was $800 less than what I deserve which I rejected. The accident happend in Apr '05. Her insurance company was still offering me the same amount in Aug '05. She lives and goes to school here in TX but is from KS. 1) If I file a small claims suit, can I sue her for the value of my car on the date of the accident or will the judge only allow for the value of what my car is today? 2) Will the insurance company represent her in small claims? 3) Should I just accept the offer from the insurance company so that I don't have to deal with the lawyers trying to change venue and with the headache of collecting later? Thanks so much for your help.
