Consumer Fraud Moral, Ethical or Illegal...?

I would like to know if anyone could tell me if its Ethical, Moral and Legal for a member of a health ministry to be a director of an NGO which is responsible for providing funding for its own projects?

I'd also like to know if its acceptable to have two members of the Board of Directors who both also work in the same ministry to be involved in a relationship considering that one is the president and the other is the financial director?

I'd also like to know that if an NGO were to be involved in an independant project provided by the ministry it works for, would it be acceptable for the ministry to appoint members of its own staff to carry out the work whilst being paid by the ministry and by the funding of the project at the same time?

Sounds to me like there may be potential conflicts of interest. But in absence of any specifics, it is impossible to say.
