My husband is owed $20K from the equity in the house he owned with his ex-wife. He is still on the title but not the loan, however, her credit is a mess with no chance of a cash out refinance in the near future. She has owed him this money for 7 years and the house is upside down. He currently pays $600 a month in child support for a 14 yr old son, could this be negotiated in court to $200 a month with the extra $400 going towards the balance of what she owes him?

Yes, but you'll need a lawyer to effect the negotiations. Speak to one about how to proceed. It's probably the only way for him to get any relief.
