I got conflicting answers. Was told they need to remain in the facility and was also told they could leave and then return to the facility.

I suggest you ask for the answer in writing.

If you get the answer in written form, take the answer to your lawyer to determine your next steps.

If you dislike the government snooping around your business, you might be best served to stay out of this looming disaster.
