Manager Changing My Hours...

I am currently an hourly employee in California. My managers (frequently) do not let me take my lunch break until until 6 hours after the start of my shift. In California, I believe you are suppose to take your lunch within 4-5 hours from the start of your shift. My manager even sent me a work email stating how he had to change my lunch hours around from the previous weeks timesheets in order to stay "compliant." Is what they are doing illegal, and can it call for legal action?
 
There is nothing illegal about changing your hours per se. Unless you have a bona fide contract or CBA that specifically says otherwise, he can change your hours at any time.

What he cannot do is RETROACTIVELY change your hours.

You can report it to the DLSE but I'm not sure how high a priority it will be.
