Is it legal for parents to make minors pay for utilities while they still live underneath their roof?

If a minor has a job, the parents can take the entire paycheck.
Yes, it's perfectly legal.
Every set of parents is free to raise their children as they see fit.
We never charged our minor children for anything, but if your parents do, their word is law in their home.

The parents are legally responsible for the bill, but they can certainly make the kids earn their keep. It's probably a good lesson for them.
