Long-Overdue Alimony & Payment for Assets

My jurisdiction is: Virginia

A 2001 divorce final judgment ordered that I receive several hundred thousand dollars plus $1,000 per month alimony from my ex-husband. I received almost nothing from the divided assets, and have never received any alimony payment.

I supplement my limited social security income with part-time work, but barely get by financially, and have no savings. I have explored legal help, but found even the requested retainer fee to be more than I could afford.

My ex-husband was very uncooperative during the divorce process, the final judgment noting his repeated failures and refusals to honor the orders of the court and to attend hearings and depositions. Locating him and collecting from him now will obviously be difficult.

When I applied for Social Security, I found that he was collecting spousal Social Security benefits. He never contributed to Social Security himself.

I appreciated learning from postings on this website that I may be able to garnish up to 65% of his Social Security benefits. I now plan to pursue this. My divorce settlement was in Florida. Can I pursue garnishment in Virginia, where I am now a full-time resident?

I would also like to collect other money that I was awarded in my divorce judgment. It seems to make sense for me to simply do this through a collection agency, giving them a percentage of what they are able to recover. Could they handle the garnishment also? Is there a better way than the collection agency route?

I would appreciate advice regarding this proposed two-pronged approach; i.e., garnishment of Social Security benefits plus use of a collection agency.
 
Where is he?

Also, if it were me, I'd NOT use a collection agency. Do it yourself and get 100% of the benefits instead of 1%.
