Kiddnapping?

My jurisdiction is: iowa/north carolina

So my ex has already establish perternity and i am legally the father and has already did court for child support but not for custody yet. The problem is i found out that I have right to the child and that if she decide to go any over 100 miles of where she live or crosses state boarders she must have my written consent notorized must inform me 30 days before the event with addresses and phone number so i can be in contact. first i want to know if this is correct. she informed me today that shes packing for a trip to south carolina to vist familly but failed to mention any number to i can get a hold of her and today is the day she left. I don't even know when she will be back. My next question was is there any thing i can do about it. and I was informed that i can call someone like highway partroll or what not so i was wondering if this is correct

Next is my ex is an underage drinker which i have proof of this and i heard by northcarolina that this is a basis of an unfit mother and can lead to the child being taking away for its considered illegal substance abuse if this is correct whom do i call and what do i say

I have lots more information on these situation if will help

Please i need help I am a very very concerned father my children do come first
 
First of all who says she needs your written permission to move? Yes it would be a good idea for her to get this and to follow court procedure but if there is no custody or visitation order, it is not kidnapping. I do not know who is telling you this stuff but I bet it is not an attorney. If she does not come back in a few weeks them you officially file for custody but you'll need an address. The under=age drinking probably does not matter unless you can prove she does it while she is caring for the child. Sounds like you need an attorney. Unfit or not you decided to have a baby with this woman so figure out a way to deal with her and to legally see the child.
