Is visitation allowed after termination of paternal rights?

My husband has a child from before we were married whom he has never seen, the child lived several states away and my husband terminated his parental rights when the child was born. We recently found out that the child and his mother now live about 45 minutes from our home in NJ and my husband would like to begin visitation with his son.
My question is, is it possible for my husband to begin having visitation with his son even though he signed away all paternal rights 8 years ago? He has faithfully paid child support every week for the past 8 years (over $800 a month!), he has just never seen the child. We have a court date to establish visitation on July 21st, I was just looking for some information ahead of time so we know what to expect.
Any help would be appreciated. Thank you in advance.
 
His rights could not have been terminated without a step parent willing to adopt or he was abusive. Furthermore if the TPR had been granted he would have no need to pay support.
 
I am not sure whether your husbands rights were legally severed, or he just does not have any visitiation rights. Why in the world would he sever his rights if it meant he still pays child support? Normally rights are not severed unless a step-parent adopts. Makes no sense to sever the rights of the only father the child is going to have.

He needs to see an attorney to see what rights he has, if any.
