Is this harassment in any way?

My wife was telling her district manager about health violations and discrimination at her job, when he told everyone to leave the area they were speaking in. Once everyone had left, he got in her face....within 5 inches, looked down her shirt, then told her to turn in her keys and go home. He scared her. My wife is 5'1'' and this guy is over 6'. We called him later to find out if she was fired or if she could come back. He called her three times, making fun of her and harassing her until she was in tears. She kept hanging up and he kept calling back. Now, she was denied unemployment because he claims that she quit. Isn't it required to have a witness during a firing? Can he get away with calling her so many times and upsetting her? Can he get away with lying to the Unemployment division?
 
Well, looking down her shirt was certainly sexual harrassment; there is no excuse for that. However, a witness is not required at the time of firing.

She should appeal the determination.
