Is this considered criminal child abduction?

Mom didn't put dad on the birth certificate. Not long after childs birth, separation occurs. Father takes care of child, mother comes to visit from time to time. Mom takes child for visit, doesn't return. Dad finds child with non-relative, takes child back home. Police call and state that because I'm not on certificate, return child to mom because she lied to them. Mom keeps child, avoids dad at all cost, refusing visitation of info of whereabouts. Since he is the father, and she knows it, is this child abduction? Can she be charged with it?

Dad is not on the birth certificate and (I'm assuming) has never had paternity established nor were mom and dad married.

Dad doesn't exist in the eyes of the law.

Dad needs to get his rear in gear and establish paternity.

I agree, Dad needs to establish paternirt ASAP before he has any rights.
 
I will go even further. Dad better leave the child alone without Mom's permission or HE WILL be abducting a child. Get paternity established and then he has rights. Not before.
