is taxi ordinance legal

City council is requiring taxi drivers and owners (none of whom are emplyees but independent contractors) to wear ubiforms (dress in uniformity), list taxi in yellow pages, get a land line, and have handicapp accessebile vehicles. We fell these requirements as a part of a city taxi ordinance are illegal. Is it true?
 
What state is this?

I can see reasonable justifications for each of those requirements, but whether a city can require it or not will depend on your state's laws. On the other hand, they can probably refuse to allow the cab company to operate within the city limits if they DO NOT conform to their requirements. It could be a simple - conform or don't operate there.
