Is harassment outside of work still considered harassment at work?

Harassment is harassment no matter where it's done. Leave others alone and you make your life easier.
If you're being harassed, speak to the police, but prepare to ignore the harassing party. Ignoring bullies often makes the bully stop.

If texts are being sent between two employees off duty and away from work and it never spills over into the workplace, it is not harassment per employment law. there has to be some tie to and effect in the workplace aside from both people getting a paycheck from the same place.
