I have been intentionally harassed by tenants in apt. directly above me since May 2016. Director and office manager are aware and have done nothing. Legal Aid cannot help me. I am retired.

Crazy Neighbors can't be defeated UNLESS they break several criminal laws.

Your best served to IGNORE crazy people, never engage them, never respond to them.

If you allow them to provoke you, you'll only get more of what you got that you don't like.

Your other option is to move.

As you've learned NO ONE cares, even those who manage (or own) the property where the jackballs reside.

Your best bet is to ignore them. If you do this, many times they will stop. The only other option would be to move. There isn't much else you can do.
