i want to have my stepdad's last name but my bio-dad objects

I am 15 years old. Several years ago my mom remarried to a man who has treated me like his biological kid even after he and my mom had more kids. I want to have his last name, but my bio-dad refuses to give my dad parental rights or let me have his last name. i want to know if there's anything I can do on my own to change the situation. My bio-dad has never provided for me at all, even before my mom remarried. My biological parents separated before my mom even knew she was pregnant, so I've never lived with my father as my dad. The only real dad I knew before my step-dad was my grandfather who passed away a few years ago.
 
No, sorry. You don't actually have standing (the ability) to file.

He certainly won't get paternal rights.

Okay, you'll probably graduate from high school when you turn 18 years old and become an adult.

So, tell mom and dad that you want to gift dad by legally changing your last name to his last name on or shortly after your 18th birthday.

Ask him if it would be okay, and seek mom's blessing, too.

I'm sure they'll be honored about this, and what a great gift for all that dad has done for you.

The law will change, perhaps in three years, but this is how you change your name in your state today.

Study it, keep up with the law, start saving your money for the name change.

Why, it'll be 2017 as soon as you can say, I WANT TO CHANGE MY NAME DAD TO HONOR ALL THAT YOU'VE DONE FOR ME!

Why wait? Because when you're 18, you'l be an adult, and no one can prevent you from doing nice things.
