She is 15 and lives in Washington, with her dad. She wants to live with her mom in Texas, just because she misses her mom and her sister. How would she go about being legally allowed to live with her mom?

She can't. CHILDREN do NOT get to decide with which parent they live. When she is 18 she can then move to Texas and live with Mom.
 
If her Mom wants her as well she can petition court for change of custody. The child herself does nothing

Perhaps. But without knowing WHY the teen is living with Dad and not her Mother and siblings, we can't know if there is sufficient cause for a suit.
