I-9 form employee signature done remotely and not witnessed

Approximately 6 weeks ago I started a new job and filled out the new hire paperwork. I filled out the I-9 form and the site manager said he would complete the rest of it. Last week (about 5 weeks since I submitted the I-9 form). I received an email from a company HR Generalist asking that I sign the back since the site manager sent it in without my signature and of course not watching me sign it.

my question is; is this legal? It's my understanding it has to be signed in front of a company representative.

Thank you.
The I-9 documentation (drivers license, SS Card, passport, whatever) must be witnessed directly by a company representative. But I don't know that the Feds are going to get bent out of shape if you sign it without a company witness.
