How long can they hold her paycheck?

My daughter was working for a company and was not treated well.... she decided the job was not worth keeping and didnt show up for work again. They told her to come get her last check on payday (which she did) and when she got there the manager had her check and said he didnt care that she drove 50 miles to get it and was going to hold it and mail it when he felt like all because she didnt work the last day. Is this legal ????
