Probably not. The DMV's of the various states talk to each other. Not to mention that no state will give a drivers license to a non-resident.
 
So if I have a mailing address in ga. and im suspended in nc. I cant get license in ga.?

You might be able to get away with it, but you'll eventually get caught. That usually results in a falsifying government records charge or a similar fraud charge, felonies by the way. Some states threaten perjury, because you're signing an affidavit as part of the license application.

You might recall, they take a fingerprint and also request your social. Don't do it, pal, you're painting a target on your back.

Your best bet is to deal with your time in the penalty box, pay your fines, clear it up.

Your way looks easy, but ends up being harder.
 
You still might not be able to get a Ga. license. Many (most) states report suspensions to a database that other states can check.
