If a company posts job requirements on their careers website that state the following -
"• Bachelor's Degree and at least 3 years of experience in Retail, Sales, and/or Category Management and/or analyzing data OR a High School Diploma/GED and at least 5 years of experience in Retail, Sales, and/or Category Management and/or analyzing data OR an MBA."

For which I meet the above requirement along with the requirements of the other five listed.

Yet in an e-mail directly from the recruiter for the position asks and states the following -
"Thank you for sending me a copy of ____ resume. Does ___ have a degree? As this is a requirement of the job. Cheers."

Does the fact that no degree is required based on the actual job posting published by the company, yet, the recruiter makes it a requirement of his own choosing violate any hiring practice laws?
 
An employer, or the agent of said employer owes an applicant no duty to hire him or her.
A job isn't a right.

Sorry, no law was violated by employer (company) or recruiter.
