Hiring Policy Not Followed (Policy per Company's HR Department)

Is there any recourse in the State of Georgia when a company does not follow its own hiring policies?

Issue:
Company policy on hiring says that all jobs must be posted on the company intranet job postings page for a certain amount of time to ensure all applicants interested within the company can apply.

However, 2 jobs were just handed out without being posted, both jobs would have been a move up/promotion for me. It also seems that both employees are not as qualified as myself.

Afterward I received a call from one of the hiring managers that he was sorry and did not know that I was interested in the job (which is why you post the job openings). This apology came after I filed a complaint with my HR department in regards to company policy not being followed. I also came to find out that he had a hand in the other hiring that was not posted, and again he apologized. I also spoke with the other hiring manager and he indicated to me that he would have preferred me but was strong armed into hiring a less-than-qualified employee. It should be noted that I filed my complaint with my HR department well over a week ago and no one from HR has contacted me, it seems they just want this to go away.

Did they do anything wrong, or can a company legally hire anyone they want and ignore written/stated company policy?

Any help please, I don't want to make any accusations at the company level if what they did was legal.

Kabrune - There is no federal law and no law in any state requiring an employer to ever post any jobs, internally and/or externally so your employer did not violate any laws.
 
That's what I thought. Just sucks that if I break a major company policy I can get fired, whereas if the company ignores their own policy it's not illegal and nothing happens.
 
I can relate to what you are feeling, trust me. Best thing is for you to keep an eye out for new positions and keep networking. It pays off, believe you me. Best of luck to you!
