CPS DHR or whatever they call themselves in your area are not in the business to separate families. If you have done what they ask and they have not returned child/ren then you need to discuss this with your worker. Its possible they are waiting for paperwork or proof you have completed all that was required only your worker will know for sure. Though the goal of most CS orgs is reunification, if the children are young enough they can be adopted out easily. The magic mark seems to be one year in most states for termination of parental rights. Obtain a lawyer ASAP.
