Fraud or not?

A 17 year old girl recently moved out of her mother's home and requested to be emancipated. A month later, the mother received a call from a doctor's office confirming an appointment made for this child after she left home. The appointment was made according to the office "by the mother" and insurance information was requested. The mother informed the secretary that the child no longer lived in her home and that the appointment must have been made by someone else. Is this considered fraud? Is there legal action that can be taken against the daughter and the family she is staying with for falsifying information?

Fraud? Not likely. It's entirely possible that the girl made the appt. herself, and claimed to be the mother. In fact, unless the girl was legally emancipated, her parents are still legally responsible for her. That means that she should still be covered under the insurance.

The mother can take action regarding the girl's move. She can be reported as a runaway and forced to return home. The parents have the legal right to make decisions for the girl until she reaches the age of majority, or is legally emancipated.
