Former employer holding what is owed to me

I'm a physician and recently resigned my position with the physician's group where I was employed to relocate to another state. I was paid on collections from patients & insurance companys as are most physians. I have some patient notes that I have yet to turn in as I just had a baby and haven't finished them yet. My employer is holding what is owed to me from collections stating they won't pay me until I get the patient notes turned in. I realize in full that I need to get these finished and turned in and am working on them. My question is. Do they have the leagal right to withhold my pay from me? I read my contract and there was nothing to this nature addressed there.

No, they don't. But your position isn't particularly strong either.

Get the notes finished and submitted. Then, if they don't release what is owed, file a complaint with the state DOL. While you could file such a complaint now, your position will be better if the employer can't come back with a complaint about you.
