You can sue anyone for any alleged slight or grievance.

If you're trying to sue your landlord because your stuff was lost in a fire, probably not going to very far.

You need to buy your insurance to protect your stuff.

1 - Turn off the caps. It's annoying, hard to read, and the equivalent of shouting.

2 - You don't sue insurance companies.

3 - Doesn't matter if the renter had insurance or not. If somebody else's negligence caused the fire, that's the somebody you sue.

4 - Now tell us what happened, what caused the fire, what was damaged and why the renter ever thought it was a good idea to go without insurance.
