Filing a will

Can only the trustee of an estate file a will with the court (CA), or can a non-trustee do it? The trustee does not live in the county where the deceased lived and it would be easier if a member of the family could do the filing.

A member of the family can file and be the personal representative depending on the will and whether the person named in the will will waive.
