Animal Injury, Dog Bite Family cat killed by 2 dogs

My jurisdiction is: Indianapolis, Indiana (Marion County)

On Friday, 3/20/09 our 10 year old cat was taken out of our yard and killed by 2 boxer-mixed dogs. The dogs were "accidentally" let out of their fence, entered our yard and killed our cat. We contacted Animal Control and received a citation for our cat being an "at large animal" for not being leashed. It's our understanding that the dog owners also received citations but at this time we're not sure. When we spoke to the owner after the attack, he mentioned that the dogs were getting aggressive and in his opinion he thought they should be put down. However, they were not voluntarily relinquished to Animal Control. Our hearts are broken with the loss of our pet and the thought of the same thing happening to another pet or person, for that matter, terrifies us. We would like to find out what our legal options in a situation like this would be. Thanks in advance for your responses!
 
If you are entitled to a remedy sadly it would be the value of the cat in terms of dollars,and cents. Some states award triple damages for damage caused by unleashed animals. I don't know if yours is one of them.
