How is it legal for a state to tax me twice on my vehicle? First sales tax then excise tax, seems like illegal extortion to me.

Taxachewsits is a very creative wealth confiscator.
Its legal because they proclaimed it legal, much like The UNaffordable Scare Act.
They do it because they can, and they don't care whether you like it or not.
