can an attourney that once represented me in a case that lead to incarceration who is now a judge in a differient county than me, be allowed to sign an order for family services to come to my home? Is this ethical or even legal?

It's probably not illegal. Whether it's unethical depends on your local bar association's code of conduct.

What particular problem are you worried about? Usually, if you were his client before, the suspicion is he would tend to favour you.
