i currently took a position for a company that is expanding its operations to another state, however the employees at the home site in Pa, are paid on average of 10.00 an hour more for the same job that i took in alabama at its new facility,is this common practice for such a huge gap in pay scales

It is not illegal. All employees do not have to be treated the same as long as they are not discriminated against/treated differently due to a reason prohibited by law (ie religion, gender, race....).

The cost of living is lower in Alabama, too. It is not unusual, and it is not illegal, for an employer to pay a cost of living differential to those living in higher cost areas.
