Well my friend got pulled over for a loud exhaust by California Highway Patrol. He didn't think much of it because it is a fix it ticket. But they told him to pop his hood. They searched his engine and even took pictures of it. They told him he was going to be taken to the State Ref. Were they allowed to do this?

Sure looks like it. Seems like there is also good reason to do the search plus there was his consent.
