Employer protecting a "problem" manager

Unfortunately I have to work with a manager who has anger management issues. I along with others in my department have had verbal altercations with him. However I think he is trying to personally go after me. He tries to stare down at me. And there has been an instant where he and I "brushed shoulders" where I felt I delibrately gave him wide berth. On another occasion where I have witnesses, he was throwing binders into a big waste bin which caused the adjoining cubicle to shake.The main problem is management protects him even though he's done this to other employees. I feel he will try to be violent to me or others if he can get away with it. I'm afraid to go to management because they will take his side and I will be targeted. What are my options if any?
