employee rights

I work for an agency that serves people with mental/and , or psyical disabilities. Often people are put in our care that need 24 hr supervision
and the employee does not get a break during their shift. In addtion to this
employee's are put in what the agency calls a " roommate" situation. This entails the emplyee to supervise the consumer 24 hrs a day and pay rent while they are doing it. They have no rights as a renter, they are still called a employee! Recently an employee asked to be removed from a consumers home because of an on going situation and was told that there was no one else to fill her spot so she had to stay on shift or she would be written up for
leaving her client. In home healthcare is getting out of hand. Do employee's
have to forgo their rights to ensure someone else's? These situations seem very much like Involuntary Servitude. What can be done? Thank You
