Does my employer have to notify me if they are monitoring my internet access? Occassionaly, I surf the net. My biggest concern is that on my lunch and coffee breaks I check my emails and respond. Do they have a right to read these emails? Is this a privacy issue? I have never been notified by my employer but I have reason to believe they are.

They have a right to monitor your computer usage with or without your knowledge or permission. It is THEIR computer and THEIR software and THEIR network connection.
If you are concerned about their reading your e-mails, don't use their computer equipment to access them.
